    Dear all,

    I working together with TP Road Safety branch in improving road safety aspect.

    Road Safety branch has open invitation to all members in Singaporebikes.com to have a dialog session on how to improve the Road Safety.

    We will visit the Traffic Police Office, in the half day event, some of the activity will the cover :

    1) Introduction of traffic police organisation.
    2) Brief introduction to Road Safety Statistic.
    3) How road safety compaign works
    4) Site Visit to TP office, meet up with TP officer.
    5) How to ride safely on the road.
    6) Improvement on Road Safety campaign.

    The date is confirmed on 14-Oct-06
    The time is confirmed at 10:00AM.

    Free Parking.

    I hope to see we can go in a group of 60, this is the first time we have this kind of event. For your info, the person in charge is also a biker.

    Yes. Please relay the message to others riding club, the only limitation is the parking space near TP HQ is quite limited and the size of the auditorium there.

    Thanks everyone for the response, if you have any good suggestion on how to improve the road safety, we can feedback and bring up the idea to the TP.

    Hi MrLau,

    Some suggestions on how to improve road safety for bikers.

    1) Less manned speed traps on overhead bridge. This will only distract motorist when the police officer was spotted on the bridge. Whenever motorist approaches an overhead bridge, their attention will be diverted to spotting speed traps on the bridge instead of focusing on the road.
    What is the effectiveness of such speed traps? Speed traps like this are fixed and many times deployed at hours of the day where traffic is smooth and safe vehicle speed is relatively faster than peak hours. Police officer&#39;s time should be better utilised on the road, looking out for more dangerous violation by motorist.

    2) Improve response time police officers react to public call for action/help. From infinity to some reasonable time.

    Some suggestions on how to improve road users satisfaction level

    1) Increase speed limit at low traffic flow timing. Such as 11pm to 6am in the morning.

    i guess this are most motorists&#39; concern. but again, those are also not new topics that has been feedback by the public.

    1) speed traps are necessary as part of enforcement actions. mobile speed traps have many advantages over the static speed traps such as lower maintenace cost, better coverage, etc. i guess it is best that you hear TP&#39;s oficial view on the matter to appreciate their reasons for mobile speed traps.

    2) police like every one organisation, have limited resources for deployment. as such, there is always need for prioritisation. police do have a service pledge to spell out what is the respond time for different urgency. for real urgent case, they are suppose to respond within 15mins and there are certain cases where police will not even go down on scene. for details, please click the following link:

    as for the increase of speed limit, this is not under the perview of police but rather under Ministry of Law and LTA.

    The government will first have to pass the law, then LTA can amend the speed limit. police is mainly on carrying out the enforcement works.

    Let&#39;s be there to hear what the traffic police has to say about safe riding.

    More enforcement on the road is good. Limited resources is not a very good excuse. Does mobile speed traps on overhead bridge reduces motorcycling accidents? I guess there are no correlation at all.

    I am glad to hear radio across on popular stations reminding motorist to take care and give way to motorcyclist. During the past few days, been hearing it almost daily on my drive to work. Its a good start to gently remind drivers that the motorcyclist is vulnerable.

    Tougher enforcement and education on blind spot checking by all motorist should be another good start. Most of the time, accident involving motorcyclist and drivers are a result of the driver not been able to see the motorcylist.

    Defensive riding skills must be actively promoted through course and training. Make it attractive to attend.

    Promote active motorcycling. Imagine if your 18 yr old kid rides a motorbike, your 66 year old grandmother rides a motorbike, your 32 yr old uncle rides a motorbike, your neighbour rides one, your classmates ride one, "Mr Old Lee, and PM Lee and Ah Wong KS also ride motorbikes.. make motorcycling a national past time. This way, all level in our society will be very conscious about motorcycling and other road users will be more tolerant of riders.

    Is this a briefing session or a discussion session?

    We have to be clear what this visit is about, if is not for discussion, then we have to be prepared to go there "just listen" and no "talk/ask".

    From the agenda, I don&#39;t think the Police is ready to hear us out and act on it, it looks to me is just another educational tours, but anyway, it&#39;ll be interesting.
    People ask me, "Why ride bike?" I ask them back :"Why drive car?"

    If it is a discussion session, it is also a feedback session. Then we put up these proposals:-
    1) Extend 2A from 200cc to 600cc bikes. This is because there are just too few good bikes between 200 cc to 400cc.
    2) Allow LEDs like mine to be legalised. As long the lights are static and doesn&#39;t flickers, glaring or distract other motorists. This is because the LEDs can enhance visibility & safety at night.
    BTW is there any clause in the Traffic Safety Act which say we cannot install additional lightings to enhance visibility?

    Point 2) can be a good suggestion. But how much is "enough" visibility ?
    I think a well maintain headlight and taillight is minimum safety requirement. So, I dont think the additional signal lights, side box light has problem to use on the road.

    But those additional neon lights, under the engine has nothing to do to improve safety, sooner you will see lots of X&#39;mas tree or moving Hotel 81 signboard.

    I will bring up this idea, and check with the person in charge.

    a few other suggestions we might want to think about:

    1a. improve rider/driver real-world skills. just like at school, our driving centre students are becoming too exam-smart. they just hone and sharpen their skills to pass the test, but a lot are still very weak at real-world roads. the centre skills are useful, but they&#39;re not enough. students need to be exposed to lessons such as those in the "street-smart" thread. they need to learn to be aware of traffic around them (blindspots, mirrors), to look farther and judge traffic conditions and notice potential hazards, to take precautions against other motorists with PROPER defensive riding, e.g. road positioning for visibility and evasion, etc.

    1b. these skills might not be easy to learn for those who&#39;ve not been on the road often. so in addition to new trainees, current motorists should also be the target of such courses. they can compare the course content with how they drive/ride, and can (choose to) improve accordingly.

    1c. tie extra training in with insurance reduction? or road tax rebates? especially for motorcyclists, as they have the most at stake, and the most to gain, from improving their motoring skills (not just technical, but judgement/decision skills). these could be good incentives for motorcyclists to improve their skills, and might be a fairer way of providing insurance. it&#39;s also very valid, if with improved skills, our motorists manage to make themselves lesser liabilities to the insurance companies.

    I kindof agree with the "image" thing. One of the current problems right now with motorcycles is that to most people they are "cheap transport", little more than bicycles with engines. They might have ideas such as:

    1. why do i have to spend so much time learning how to ride a motorbike? it&#39;s just a cheap simple transport. (riders end up not going for advanced training)

    2. why do i have to spend so much money on maintaining the bike and keeping it roadworthy? it can move, right? (less attention paid to how a bike works mechanically, slower/lesser detection of potential faults)

    3. non-motorcyclists might not be aware that there are many more performance-oriented motorcycles on the road. some still have the idea that motorcycles should keep left on e&#39;ways. others think that motorbikes should not occupy a whole lane by themselves (a friend has actually heard a taxi driver saying such things; imagine: professional drivers are saying these things). the fact is, there are more and more big bikes on the road. there are also many small bikes which are very "performance" too. this change in the bike "demographic" should be recognised, i feel.


    i think the main thing is how many riders think a motorbike is cheap transport, or even cheap fun. in the past, perhaps keeping motorcycles&#39; costs low were important so that even the poorer people can afford to have their own transport.

    should this still be true today? perhaps we didn&#39;t realise the POTENTIAL dangers for motorcycling in the past, especially for those who are less prepared. i think enforcing more training, higher standards of training, etc might deny some people access to motorbikes, but the improvement in road safety, and in reduced loss of lives, might be worth it.

    I am not sure whether point no. 1 is really irrelevant. Currently the licensing scheme is 2B up to 200cc, 2A is 200cc to 400cc and Class 2 for 400cc onwards. I think this is a very uneven spread. If a rider ride a 250cc bike for many years with his 2A license , then subsequently buy a 1300cc bike when he gets his class 2; he may not have sufficient skills & exposure to handle such a powerful big bike safely. The whole intent of this Class 2B/2A/2 segregation is missed out&#33; The
    solution here is to more evenly spread the range (ie. Class 2B up to 299cc, 2A from 300cc to 600cc, class 2 above 600cc)

    Point no.2 on additional lightings (ie. LEDs) to enhance visibility for bikers - how much is enough? I think as long as it doesn&#39;t glare or flashes or blinker as to cause distractions to other motorists; it is should be left to the creativity device of the rider. As long as the intent is met - more visibility to enhance safety without distractions, we should not get distracted by thinking what if people go overboard with LEDs decoration. Its like throwing the precious baby out with the dirty bath water. There are other control measures to prevent that.

    Just look at the past histories of Spore motoring. ROV had disallowed third brake lights for cars for many years. When the Malaysian government made it mandatory for Spore cars to install third brake light when entering JB, our government has no choice but to give in. Now it agree with the Malaysian government that the third brake light does improves visibility and safety.

    Full faced helmet was also banned for many years, in spite of letters in the forums that FF helmet can protects against facial injuries. Reason given for rejection was robbers can used FF helmet to commit crime. Such reason given was very illogical to many , because robbers can always use other things such as ladies stocking or ski mask to conceal their faces.

    All these examples show that Spore has always been complacent & reluctant in upgrading its traffic regulations with respect to safety. Instead of focusing on legislative improvements, it instead focus on the motorist behaviour by using safety campaign instead.

    For the feedback session, we should consider highlighting the weakness of the system (together with recommendations) as well as promoting the best practises of other developed countries.

    tell them to make racing track for bikes & cars....well for those intend to go fast ...they should do it on the track or be fines ...that should be the way...if not mistaken...Singapore is well advance country & it should have a racing track for the public.......................then those wanna be racer will do it in the track...period..the gov. should involved this matter & consider since they a making the Casino for those luv to gamble why not making a racing track for those who luv to race...sorry i can&#39;t make it due oversea....

    More enforcement on the road is good. Limited resources is not a very good excuse. Does mobile speed traps on overhead bridge reduces motorcycling accidents? I guess there are no correlation at all.

    I am glad to hear radio across on popular stations reminding motorist to take care and give way to motorcyclist. During the past few days, been hearing it almost daily on my drive to work. Its a good start to gently remind drivers that the motorcyclist is vulnerable.

    Tougher enforcement and education on blind spot checking by all motorist should be another good start. Most of the time, accident involving motorcyclist and drivers are a result of the driver not been able to see the motorcylist.

    Defensive riding skills must be actively promoted through course and training. Make it attractive to attend.

    Promote active motorcycling. Imagine if your 18 yr old kid rides a motorbike, your 66 year old grandmother rides a motorbike, your 32 yr old uncle rides a motorbike, your neighbour rides one, your classmates ride one, "Mr Old Lee, and PM Lee and Ah Wong KS also ride motorbikes.. make motorcycling a national past time. This way, all level in our society will be very conscious about motorcycling and other road users will be more tolerant of riders.
    i persnoally think it is good to hear opinions from people... but i hope that we can discuss with open minds and not take anything personal so that it does not degenerate into some mindless arguements...

    to be honest, limited resource is not an execuse by genuine situation that the police force faces... with the public having higher expectation from the police, their recruitment criticals has gotten higher too...

    if my statics are still correct (as they are years ago info already) police actually only take in average about 1 officer in every 5 interviewees. with that, you will expect the police to dish out merely sufficient officers to take care of the natural attrition of manpower...

    to overcome the situation, police have also implemented some policy changes such as changing from 3 shifts (8hrs shift) patrolling to 2 shifts (12hrs shift) so that one team can be reap. you would also notice that police have also closed down NPPs at nite time to better deploy their limited resource for more patrol duties...

    i hope with that, you can understand the magnitude of the situation and the uphill task that police is facing in maximising their resource utilisation.

    there is definiately a direct correlation between enforcement and acident rate... overall, the 2 major culprits of road traffic accidents in Singapore are speeding and drink driving. i believe you would have recall the many advertising about not speeding or drink drinking to bring up the awareness...

    and to better put the situation into control, education alone is not sufficient and hence, tighter enforcement actions are needed. and mobile speed traps and road blocks play and important part. it is singaporean natural to only behave if someone is watching...

    education alone is never sufficient. enforcement works hand in hand with education...
