Front fender modification

My bike's rim is 14", there's this fender that I want to get, but it's for a 13" rim.

To give an idea, I modified a fender meant for 17" rim to fit on my bike. Because the fender is too long, I cut it to fit nicely so that the front and back doesn't jut out by too much.

Now, I want to get this fender meant for a 13" rim (because it looks nicer) and try to fit it onto my bike. Not much issue with the bracket as I can fabricate the bracket to fit the fender. However, if the fender is a tad too small, it won't be able to sit on the wheel nicely.

Is the 1" difference a significant difference? As in, can the fender sit on the wheel nicely or it's going to be an unsightly fit?

If you have enough clearance you can try fabricating the bracket to mount the fender slightly higher so the curvature of the fender at the tip and the rear don't scrape the tire. But tbh 1" difference isn't a lot, as far as looks concerned probably can't tell the difference.

That 1" isn't going to give it like a tight squeeze look right?

The fender you show in photos is so short, you ca't tell the difference.
