Sleestaker

Hello! I'm living in Vietnam and bought a CB400 from a local guy. I didn't realize that most of the CB400 bikes are here illegally, due to the crazy import tax, hence, I bought an unregistered bike. So I'm not sure about the blue card information. He said it was a vtech 3 but how can you tell the difference between the vtechs? The VIN on the engine plate says: NC23E2042800. Thanks in advance for any help.
