New arf objectives (1) COE TO LOWER (failed).coe continue to rise. (2) Pay more for"luxury" items( Achieved) (2) INCREASE REVENUE FOR GARMENT(ACHIEVED!) Same outcome (public)but more Income.(garment)brilliant .
