penalized twice for the same offence?

is it possible to be penalize twice for the same offence?

 

for example, United Premas issued a notice to penalize a motorist for an offence.

 

later, TP issues a summon to penalize the motorist for the same offence. in this case, the motorist will be penalized twice for the same offence.

 

can this situation happen? Did anybody encounter this situation before? Care to share your experience?

Had a fren who was caught in that similar situation but both times in the same day by the SPF (1st a normal patrol car & next a TP)...

 

As per normal, the second summon was waived after some "chit chat session" with his MP and lots of promises etc etc...
