hi, my headlight is yellow when idle but will produce white light when moving on the road. is this legal?

 

and the letter say to go inspection by feb 2009, means i can go anytime now before feb?

i have ask one of the guy in vicom when i when there for inspection 2 weeks... he said once it's white it's illegal... it's jus tat whether the TeePee want to catch u or not...
