Looking from 2nd hand bike; Dealer or user?

Am in doubt. Plan to get a 2nd hand bike but duno should get from dealer or from garage sales. i am a new 2b holder. wad are the paperwork need to be done? pls advice or pm me if u have been in my shoes before.
