Cbb400 Revo Key Lost

Hi Guys, I need some help

 

A Fren of mine lost his S4 Revo keys,

So he went to the shop to get the spare key and the problem is that the spare key that the shop kept has problems.

Says that chip programming has "run" Thus being unable to start the bike but only able to unlock the handle and turn on the lights.

 

Any idea of a way to solve this issue other than getting a new CDI?

And even if its a new CDI, how much would it cost?

My fren was quoted $900. I kind of feel thats too much to pay just to lose a key. and the fact that the shop is holding on to a malfunction key doesnt make it any better.
