Cheap repair shop for old Daelim VS125

I need some advice on getting an old Daelim VS125 (1998). I have a chance to buy it very cheap, but it has been standing out in the rain for a year now and does not work any more. Since I have no idea how much the repairs might add up to, I would like to know if anyone can recommend a shop which would tow it cheap and give me a quote on an estimated repair price. Does anyone know how much this would approximately cost (towing + quote)? If its to expensive I will ditch the plan and get another bike. Thanks in advance for any comments!
