They may block the phone from being used in any mobile network which applied this rule. So called "blacklist IMEI". It's hard to enforce it globally. They still can ship phone overseas and sell. If u report it's stolen, someone else got it and reuse. In this case, mobile operators can assist to trace. But they won't do so unless police commands.

my friend is using this model. His comment is great. He said it's faster than iPhone. Like the slim body with qwerty keyboard.
