Unfortunately, your story is not uncommon. These guys have a deal with their workshop to split the insurance payout, and they play the system. They try to get other vehicles to bang them from behind at low speed, then inflate an insurance claim.

The problem with the situation is that the insurance company do not give you a significantly lower premium if you only use their partner workshops.

The government should put the burden of reporting on the workshops. They should be made to file with the police, or the insurance body, an official accident repair report for every single accident repair they do, including Vehicle numbers, photos, etc. This will keep the workshops honest, because their necks are on the block and they have something to lose. Motorists just lost their NCD, which is not really a big deal.
