Painted slippery parking ramps

Hello,

2 weeks ago, when it was raining, my bike skidded on the painted wet parking ramp of Great world city which goes downwards... I wonder why they paint parking ramps which makes them slippery when wet and super dangerous for bikes!

If anyone of you know who I should refer/ complain to? Have any of you had this unfortunate experience before?

Not sure where to complain. Did you speak to anyone at Great world city?
