Can those plates with chrome emboss letterings allowed?

like the ones on CARS,black arcylic with chrome fonts....

I think can so long as fonttype, spacing and size etc follow ordinary ones.

nope.

technically, chrome is not allowed.

they allow other white, black or silver at most, depending on the background color of the plate.
