Spec 3 warm or hot or heat issue but temperature is alright

When i riding i can feel the heat on my leg blowing from the fan when the fan is switch on when riding. Sometimes can feel the warmness around the bike after I parked my bike. Some of my friends asked me why my bike so hot as they can feel a near distance right after I parked my bike. water pump/radiator/water hose all changed new set and yet i still feel the heat blowing on my leg. coolant still have and not dry.
