Enquires on aftermarket pipe

I recently bought a s4 which comes with an aftermarket slip on endcan. For the end can, do I still have to go down to agent to transfer name and then go for inspection? Its legal with cert from previous owner.

 

Hopefully some of you will be able to clarify my doubts, thanks!

 

EDIT: I did some digging of threads and found half my answer. Okay, so I don't have to transfer ownership of pipe and go for inspection. However the previous owner only gave me a LTA letter stating that this pipe passed inspection last year. I also read in one of the posts saying that I will need the manufacturer's cert too. Previous owner said he didn't have manufacturer's cert. Is it okay to go for annual inspection/road blocks with just the LTA letter?
