Need help for transfer of ownership

i wan to buy my friend bike. he the 2nd owner, but the first owner has just passed away. i ask the lta, they say:

1) need the family member to engage a lawyer for letter to transfer of ownership (is it expensive? estimate?)

2) bring the letter to lta to approve( how long will it take? if during the process, can i ride the bike?)

 

or is there any suggestion for mie to encounter this problem?

yup bro very lech. my uncle just pass away and they also wanna give the bike to my other uncle. need lawyer letter this la dat lah. takes abt few mths. 3 mths i tink or so
