Does changing rear tyre brake pad make wheel not turn smoothly? Pro pls help!!

I hav recently change my rear brake pad n the tyre did not turn smoothly when i try to spin it wif my hand.. n sound lik it is rubbing against the disk.. would lik all pros to pls advise me on this? Is it normal that wheel don turn smoothly when changing new brake pad? Thank u all so much!!

new brake pad has to be seasoned. i think it takes around 500km. its normal.

It's common. Due to ill fitment.
