Roadtax for a recovered stolen bike

My friend DRZ was stolen, managed to be recovered by police. Now he needs to renew his insurance & roadtax in order to ride the bike out of the compound. His roadtax long expired roughly 6 months ago, so can he go to LTA and ask for an appeal to pay only the roadtax amount and not the late payment charges?

Case to case issue.. If can provide the relevant documents to state that the bike has been stolen for the said period of time.. I think LTA wouldn't penalise you for renewing late and probably get the waive off the late payment fees...

He obviously want to ride his bike again, he just feels paying the "fines" for overdued roadtax is unjustified coz it was stolen..
