buying a used bike. owner lost certificate for legal pipe

hi, i am wondering, if the owner lost the certificate for the legal exhaust, I know i need to get the cert from the exhaust dealer. but do i need to re-inspect the exhaust to get a new endorsement letter from the inspection centre? or is it ok not to have that piece of paper?

Go to pipe distributor register for new cert. About $250. Bring prev owner to transfer name to you as well about $35.
