SP idling rising on neutral gear problem. Need help!

Hi all, i've been having this problem on my sp since a long time. My bike can't be kicked start without the choke open and when i kick start with open choke, have to ride awhile den can close if not the engine will stall at idling. And when the engine is hot already, it doesnt stall but the RPM will rise to 2 to 3 on neutral gear without any throttle. Have to open and close choke to let the rpm go down to 1.5. Went to many shops and did carb wash and idling stuff but problem will come back in 2-3 days. Help would be much appreciated thanks!

old bikes....tend to go AUTO lean ...LEAN AIR/FUEL MIX..

making it hard to start, thus need to pull choke..and when engine warms up the idle rpm will rise

 

i would check the air/ fuel system hose joints..including the reed valve this may be worn out.

a tell tale sign that reed valve is bad..is the oily air filter..

Change the choke cable. Cable rusty. When turn the handle may open the choke a little and never fully close.
