End Part of the header changed to stainless steel..is it legal?

hi all

 

i realise part of my header near the endcan was changed wif stainless steel when i took the bike..bike shop say its ok perfectly legal..the end can i have the cert...so can i trust the shop?....dun wan get fined for this kind of sfuff.
