hi ppl, i need some help over some lta issues

i have been issued a $70 compound fine for erp, this means i have been late in payment right?

i didnt pay due to the lta website i went to didnt state my fines. there was no record although i got the first letter. furthermore, when i tried at axn station, it didnt work too. and i checked it over a few days.. as i thought i was cleared, i ignored it. maybe this was my fault.

 

however i already sent the letter to appeal but they havent reply, is there any channels to explain my reason? this is the true reason btw. can i go down to sin ming ? or give them a call?
