The ruling by the authorities is that:

 

If it's by default, a stock design by the manufacturer (eg. Cl2 bikes with only one light switched on at low beam), then it's legal.

 

If the design is courtesy of your ingenuity (eg. Covering one of the headlight with paper, pasting sticker over the light), then it's illegal.
