paint remover sure can remove but don let it stain on other parts n on ur tyre cos it will ripe it off also, remember don stain onto urself its will burn , thinner slight more mild also works but take more time

cool, so if i use paintremover first then after all the coating gone then use sandpaper to smoother the parts right or the other way round?

cause previously before i just used sandpaper, arm got alil bit bigger the next day. i just wanna have lesser effort thats all.

juz sand it using water play safe.. but some paint will stain abit patch here and there, not to worry, if u wanna finished nicely done. spray a primer 1st b4 spraying the colour that u want. :D
