Not very sure if there's a significant difference between a power cut-ed one and non power cut-ed one. But there could still be other factor that your bike can't reach higher top.

Didn't service for quite some time ?

Setting ?

Carb clean ?

Lots of carbon clotting ?

I'm not a pro also, but just what I think la. lol

Ouch.. lol

anyways TS.. just bring your bike to a trustworthy mech to have it checked out.. could be valve problems like what samuelftw mentioned. 105km/h tops for a kr is ridiculous! stock kr should do at least 160-170
