Who is better? Torres or Rooney?

I am a Man Utd fan, but I will admit that Torres is definitely better than Rooney in terms of technical ability. However, the fact that Rooney is industrious and makes many many runs, makes them almost on equal footing. That being said, I'll take both on my dream team though.

But why is it Torres does not really shine in Atletico Madrid? Is it because his full capabilities have not been developed then? A point to note is he did quite well there but by my own interpretation, not good enough for a world class player. Or that Atletico Madrid is only a middle upper class team that they cannot get the best out of Torres back then?
