Does a speed camera (eg. KPE) able to snap roadhogs?

Meaning those who drive slowly below the speed limit..

er, no. it can't. and never will. no min speed limit laws here, unlike the US(for one, can't think of others for the mo).

technically, it can, but they'll never program it that way. what if traffic congestion? It'll snap every single vehicle, multiple times. of course, you can write a program to account for anomalies, but, no.

when u speed, u alone pay the fine,

but when cars road hog, all road users need to pay erp.

if u road hog until u cause an accident,then of course u r liable for prosecution.n if u road hog till u reach the gantry at ecp (city) exit exactly at 0730hrs,then b prepared for a barrage of middle fingers n honking coming yr way...
