Faulty Rear Brake-Need Immediate Help!! (Spark135)

Any one can help me fix the problem about my rear brake? My rear brake is faulty. no matter how i tried to repair it at diff bike shops. see the attached picts.

 

The circled part in red with the arrow pointing does not seems to work. when i step on the rear brake the rear brake light will light up but release the rear brake the rear brake light will not go off cos the part indicated by the red arrow, the 'head', will not be pushed back upwards by itself after being pulled down by the spring connected to the rear brake level. can that part, the 'head', be lubricated or must i change the whole mechanism?
