depends on what you're really talking about.

If you're talking about simply riding somewhere (eg. up north) for a group trip, you sort it out yourself. Make sure everybody knows what they're doing, make sure the group has it's own set procedures / signals etc., make sure everybody know where they're going blah blah blah.

If you're holding some kind of event, then you'll need this: http://www.spf.gov.sg/licence/frameset_PP.html

Monk,

There is no need to apply for any licence if your convoy abides by all traffic regulations (eg. traffic lights, lane discipline, etc) and is not a nuisance. Even wedding convoys are expected to abide by all this. I recall an imbecile on a Wave, thinking that he's a TP officer, stopping his bike in the middle of the road and stopping all other vehicles for the wedding convoy to pass by. He almost got hit by a car.

For safety measures, it depends on the size of your convoy. Don't need to complicate things. All you need is a lead bike (which leads the way) and a sweeper (to wait for stragglers). And oh, staggered formation is the preferred configuration for convoy riding.

As said above. But if you are still abit apprehensive, no harm giving the TP division a call.

Usually for Malay wedding convoys, we will do as what Black Bandit mentioned. It all depends on the size of the convoy really.

Happened once when I was leading an "informal" wedding convoy on an Expressway, and ahd the help of this passing patrol car to assist us in exiting the expressway safely without being "bullied".
