Failed Emission Test At Annual Inspection

Hi All, my Honda Wave 125R failed the annual inspection on the exhaust emission due to high hydrocarbon. I went to change the eo and spark plug and went for repeat inspection. Although, there was some improvement but it still exceeded the hydrocarbon limit and failed the same module again.

What are the other areas I should look at ? Some bike shops advised me to change the exhaust pipe and some advised me to do engine overhaul.

1 - change exhaust

2 - search and see if any shop willing to decarbonise for you or not, they will open up and scrap off all the dirt but might fail cuz it's wield before..

 

DO NOT, DO NOT overhaul.. how does emission has to do with overhaul.. =.=
