Should I make a police report? exhaust cert onfiscated by STA personel, $83 burned

On 15/03/2014, Saturday at about 2pm, I visited Jalan Boon Lay STA centre to get my Yoshimura Exhaust Pipe inspected. The exhaust pipe was purchased from motorworld at 13/07/13, last year. Bike had been on lay up ever since, as I was told that there won't be any issue to inspect it one year later when I purchased the bike last year.

However on my visit to STA earlier today in an attempt to inspect my vehicle. After passing the practical test apparently and paying $83(Ridiculously expensive for a simple upload of documents IMO..). The procedure could not go through as it was claimed that the VAAC No. (a code provided by motorworld) have expired. As the STA staff attending to me was not able to upload the data due to the expiry of the code and he have already chopped my cert, he claims that he have to hold onto my certs until I get a new VAAC code from the shop which I purchased. As a results my muffer certs and documents regarding the pipe provided by motorworld is currently withheld by the staff.

Not knowing what to do next, I called Motorworld on the spot at about 3.30pm, informing them that the VAAC code had expired and tell him my situation which I'm quite unsure about as well, Motorworld's Kenji advised me to bring my bike back to motorworld on Monday when his staff in charge are back working to see if he is able to do anything. No guarantee that they can help me as Im suppose to inspect my vehicle immediately upon purhcased. (Though I was told earlier last year by motorworld mechanic, I won't have any issue if I lay up my bike first without inspection as I don't have a valid 2A license to drive my vehicle to STA immediately upon inspection at that time.)

Still feeling secured and worried, I called LTA/Vitas hotline 1-800-CALL-LTA (1800-2255-582) for suggestion once I reached home at about 4pm. What can I provide LTA/TP if I'm held by LTA/TP personnel? Its impossible to have any of these official personnel to buy my story without even a single receipt of proof. LTA hotline was unable to give me an answer, they said that my case is beyond their capability. They just asked for the center name that took my documents and name of the staff which I have already recorded it down to ensure I have someone to look for once I renewed my VAAC code. (It seems like he was really uncomfortable that I went back and asked for his name, he blocks his name which is shown on his uniform all the time but I still manage to make a peep, he claims that he cannot gives me his name though his name was shown on his uniform's left pocket o_O which he was trying his best to cover)

LTA as well are not able to provide me a temporary document to explain myself if I'm stopped by LTA/TP personnel, which really frustrate me. They told me that they will give me a call back once their officers are back to work on Monday. There is no way any TP/LTA personnel will buy my story without any documents.

So my current situation is this.

1. Paid $83 to STA

2. Got my exhaust documents confiscated by a staff (Name withheld by me)

3. Got myself exposed to risk of getting prosecuted by TP/Lta as my exhaust no longer have a single document to prove its origin.

wallet burned and documents confiscated.. sigh.. Any advise?
