where to find those llights that flash like camera flashers

Asking on behalf of my friend. He previously bought from the motor accessories shop at sunshine plaza but the shop stop selling it.... the package then wrote it as strobe lights

 

Will ask him if he still has a picture of his now malfunction lights. Basically it looks like a capsule and when it is on will flash intermittently alike flashes as seen on cameras.

 

Anyone know what it is called or know where it can still be bought ???
