Anyone seen bikes with cylindrical tubes/box mounted on the side?

Recently I'd seen bikes on the road mounted with cylindrical tube/box, does anyone know what that is?

 

Was thinking of finding out if that is worth getting. Any help would be appreciated.

It's something called a 'Mega-Tube'?

You can put whatever you want into it, be it raincoat, petrol canister, tools... etc etc.
