Settlement of what? An outstanding loan? Early payoff penalties should be in your loan contract.

Yes if its stated black and white in your hire purchase agreement. If not, tell them to try harder next time.

never had this when my loan was with them

3 years ago, there wasnt any of such things...

But recently when i bought a bike from them, verbally said no.

But i kinda got a shock when i received the hire purchase slip they mailed to me...

There is actually an early settlement fee of $330.
