its not compulsory to clear theory if you've passed 2b recently and going for class 3..don't know for the other way around if you passed class 3 and going for 2b..cuz you can appeal to the centre telling them you've passed 2b recently and wants to skip 1.1,1.2,2.1,2.2 it works as long as you've passed recently
