Engine outlook

There are threads on painting, chroming, powder coating, anodizing etc. The problem really, is I don't know what is the right thing to do to get the "new engine" look. I mean, it looks like its painted over. But is it really just paint? Or is it a "paintless" look? If you look at most new bikes, the engines look grey/silver. Not matt, not glossy either. Anyone knows how to restore the engine of an old bike (TW) to look like a new one? Is it painting, powder coating, anodizing, sandblasting...etc??
