Surgery required. Minor or not depends on the type of bike and if you know how to disassemble it.

 

Do you have a pair of tweezers that can reach in and pull the thing out?

 

Fishing it out my be easier if 2T is drained (yes, disconnect the hose), tank is removed (yes, lots of other disassembly required) and invert the tank...

By saying Stopper, U're referring 2 the Cap right? How in the Hell can it possibly fit tru the 2t Tank sia ??? U using modified Cap izzit o_O

Simple, juz remove the Hose fr under the 2t Tank, 2t will leak definetely [try 2 stop the leak sumhow convenient for U], remove the 2t Tank, turn it upside down into a Pail, Cap is out, pour back 2t into the Tank & connect back everyting...

You mentioned engine wouldnt start. Did you rode the bike with the cap in the 2T tank? If so, I cant think of any worst cause then piston jammed.
