Cb400 revo headlight H4 bulb replacement

anyone know what this wire for? Should it be there? Trying replacement my light bulb today then I notice there is a loose wire there.

When my bike is not start the headlight with the normal h4 light bulb will not light up only will light up when I start the bike and that’s normal. But when I try to change to a h4 LED light it will light up even the bike is off.

This happen when the IU wire is there. When I try without the wire it’s ok

just saw this post.. 

 

meanwhile, remove the wire.. tap it somewhere else where it can draw it's electric when you on your ignition?
