When there is a change in rims, you can always find a tyre that will maintain below 1.5% difference in rolling circumference, it works out to be less than 2kph on a 17" rim. Yes, there will always be a difference, but it's negligible. Similarly overtime, there will be a change in the rolling circumference, as the rubber starts to wear.

 

For most cars, you can connect a meter to the OBDII interface when it reads off directly from the ECU. On the meter, you can input a correction to compensate for the difference in tyres' rolling circumference.
