are your pipes legal? do you have some certificate for it?

having some problems with my intruder 400. My starter went crazy it just started to start on its own. tried to stop it using by killing the switch and switching off the ignition but it didnt work. Does anyone knows whats the problem?

There are no legal pipes for metric cruisers other than their original stock pipes.
