My IU number shows only 9 digit as I see on one motoring and log card

Everywhere it says it should be 10 digit. I am trying to apply for season parking but that is also asking for 10 digit IU number 

what do I do ?

put a 0 infront? check with inspection centre on what's the exact number.. Brand new ah?
