Any fully waterproof pannier to recommend?

As title suggests, and preferably lockable.

I wanted to go for retro theme and went for those "waterproof" canvas bag. The contents got wet as water seeped inside. Am ok with dry bags now, but since I do not have a proper side bracket (it is U shaped), it is difficult to find one that can be hooked to it properly. My bracket looks like this. Appreciate any relevant inputs, thanks!

next time i sure want to drive a dirty rusty beat up old truck.. then paint on the tail-board.. I have claimed insurance on 99 tail-gaters. Are you the 100th? :cheeky:
