Bill of Sale or Hire Purchase Contract for sale-by-owner?

Apologies for the newbie question but I don't see this covered anywhere. I am selling my scooter for sale by owner and I'm wondering if there are any standard contract samples which people use? In the USA we could just hand write a bill of sale stating buyer/seller, what item was sold, and the date and that would be legal. Is the same valid in Singapore or do I need to do anything special to convey the full ownership of the scooter to the new buyer?

The registered owner and buyer needs to both go to LTA office and register a transfer of ownership, with admin fee borne by one of them. Thereafter in the eyes of the law the bikes ownership is under the new buyer. All legal obligations such as fines from that day forth falls to the new owner. No other contract is necessary. If any dispute arises regarding the vehicle thereafter, the buyer has to take you to court which rarely happens because its a hassle and the previous owner can effectively wash his hands off the bike.
