super and sprint comes to mind

but how abt a rally?

 

should there be any difference in the price they can command?

 

what else should i look out for?

or what known issues does the vesap rally has?

You won't find a rally in SG... pretty sure none were imported... Shame... but there you go.

how easy is it to convert a normal, single piece seat to a separate saddle and passenger seat.

 

as in the one for the rider looks like a bicycle seat?

 

can it be easily done and the estimated cost to the conversion?

its around 130 or so if im not wrong.. most vespa shops has it.

No worries... the twin seat thing... as j.y has mentioned... is not expensive... and available at all shops... easy install... see if you can shop around for the best price.
