LTA is going to implement 3 changes to the OPC scheme.

 

 

1. To do away with the current paper coupons for usage during peak timings. From November 23, e-licences will replace paper coupons. There will be a certain timeframe for opc users to convert their existing coupons to either cash or e-licences. So in future, if there's a need to use the e-licence, just sms or go online to activate the licence will do.

 

2. OPC will be able to be on the road for the whole day on Sats and 5 major PH's eve instead of the usual 3pm onwards BUT only after they had converted to the new opc scheme. There will be a $100 admin fee payable for the conversion.

 

There will be some revise in the tax rebates too under the new scheme. In exchange for more driving hours, road tax discounts will also be reduced from S$800 to S$500 while the minimum annual road tax will go up from S$50 to S$70.

 

That is to say under the current scheme, my current annual roadtax is around $600 before discount. After the $800 discount, my roadtax payable is -$200 but i still gonna pay the minimum road tax of $50 + $23(radio licence, not sure whats the exact amount), so i gotta pay $73 annually for my roadtax renewal.

 

Under the new scheme, my roadtax payable is $100($600-$500 discount) + $23. That amounts to $123, which is $50 more than what i'm paying now. $50 for extra 52 half Sat + 5 ph eve.. why not? I smelly smelly tear 3 coupons already $60 liao.

 

The calculations is applicable to 1.3L nia.. 1.6l car might have to pay bit more.

hmm din really read abt remaining in the old scheme or the grace period to change to new scheme.. so say LTA see your car being driven during the day, go back check in system.. then find out u r still in the old scheme but never notice if u got use the coupon then LL?

The above changes mentioned are what they are going to implement. It will take effect and more changes will be announced by Jan 2010.

There is no grace period for existing opc user to switch to the new scheme. You can even do it on the last day before you scrap your car

By 23 Nov 09, You are liable to use the e-licence regardless of being in the new or old scheme.

 

 

 

3. From 23 November 2009, the electronic day licence (e-Day Licence) will replace the existing paper supplementary licence when the OPC is used during the restricted hours.

The new e-Day Licences can be bought online at the ONE.MOTORING portal, AXS stations and using mobile-SMS service, in addition to Singapore Post outlets and Automobile Association of Singapore (AAS) offices. This is because the tax concessions given to OPC owners were computed taking into consideration the restricted usage periods. Good/Bad = OPC got more opportunity to go out liao...just apply through internet/call/sms...horsay liao, can go out liao.

Motor tiam = more traffic on road = more exposure to accident liao (Huat lah)

Petrol Kiosk = More car movement also equates to more petrol pumping liao (Huat lah)

Car park = Same same, more movement more huat.....

Frustration point = Boiling 101 degrees liao (travelling time = more)

Interesting analysis i would say but then i dont get the point of OPC got more opportunity to go out liao. Even without the implementation of the e-system, opc also can suka suka tear one coupon and go out during peak period.
