Whats the difference? All i know for bike, only the rider/subrider can ride, so even if you have a bike licence, you cant even test ride, let alone ride it around. But for car, you can go rent a car provided you have a class 3 and even if you kena stop by road block, its still legal. Why?

The insurance policies are set by the insurance companies. None of them want to offer any-rider insurance, that's all.

hmm oh, so for car, as long as the driver has a licence/ not drunk/ not reckless/careless, then insurance covers the third party? Cause after i passed, i asked someone who has a licence, as long as i place a p plate on it, i can legally operate it.

Nope. The usual car insurance is for "any authorised driver". Unauthorised drivers aren't included.

So if any driver gets the owner's consent, he is legally allowed to drive it right?

Different insurer has different condition, and the same insurer will have different plans. For example, in some plan, designated drivers may enjoy zero excess whereas authorised drivers may have an excess of $3000.

Everything boils down to the premium.

Ya true. But insurance premiums are increasing every year making it quite expensive to own a bike now.

young and inexperienced drivers will definately have a loading on their premiums. and not to mention, an excess will be imposed on them.

I seriously think that the motor insurance portfolio is making a loss in the insurance industry, which is why premiums are always increasing.

LL, premiums increase, we complain like hell, but in the end... still continue riding right?

You're confusing the issue of whether a driver is insured against third party liabilities (which he is if he is an authorised driver), and the clause on the applicable excess.

If an insurer has issued a policy for "any authorised driver", simplistically speaking, this policy is governed by the MOTOR VEHICLES (THIRD-PARTY RISKS AND COMPENSATION) ACT which does not allow certain exclusions or conditions to apply.

For example:

Avoidance of restrictions on scope of policies covering third-party risks

8. —(1) Where a certificate of insurance has been issued under section 4 (9) to the person by whom a policy has been effected, so much of the policy as purports to restrict the insurance of the persons insured thereby by reference to any of the following matters:

(a) the age or physical or mental condition of persons driving the vehicle;

(b) the condition of the vehicle;

© the number of persons that the vehicle carries;

(d) the weight or physical characteristics of the goods that the vehicle carries;

(e) the times at which or the areas within which the vehicle is used;

(f) the horse-power or value of the vehicle;

(g) the carrying on the vehicle of any particular apparatus; or

(h) the carrying on the vehicle of any particular means of identification other than any means of identification required to be carried by or under the Road Traffic Act (Cap. 276),

shall as respects such liabilities as are required to be covered by a policy under section 4 (1) (b) be of no effect.

So just to clarify, as long as i have a licence, i can borrow any car, including my friends etc and drive it but for bike, i need to have a sub rider inside the insurance right.
