The main purpose of the silencer is to tame the sound, but normally it will mean affecting the performance as well. If you comparing performance, you should compare without the silencer. Normally those street legal endcan comes with removable silencer these days. Anyway some ppl will feel this brand is good, that brand is good. For me, it how you maximise the efficiency of the end can, or should I say unleashed it full potential is more important. A PC3 should do the job. And how many ppl actually fully utilised their bike performance? To me it just a number game which most of the ppl are obsessed with.
