spot light, fog light or mini head light on bike

Hi guys,

 

 

understand that spot light is illegal on the road unless is covered up...

 

how about fog light or those mini head light that add as additional light (hi beam) during heavy rain or dark road?

 

those mini head light i refer to those like "bullet head light" but in small version come in a pair that is fixed beside the main headlight.

 

if the connection is connect in the way that is to the high beam button is it still legal or illegal?

as long as u got put extra lights.. u need to cover up!

then cover up is it must cover the whole thing, including the light casing or i can just cover up the light projecting out that area leaving the fog light casing for decor?
