bro, not sure wat bike u are riding, if u dun want the hassle/cost...may i suggest, get scrap wire n just link it directly from ur batt(nvm the wire being exposed)..i.e. it will be confirm in ON position. tat will pass. coz i've been thru inspection personally n they dun check the headlight switch, only signal light switches

chance are your bulb is faulty. just replace your bulb. the filament for the low beam is burnt therefore you can only on your high beam. have a close look at the bulb. you should be able to spot it if it is so.

Is it because previously my bike batt when flat, and then i did push start and when it started i throttle therefore too much energy goes to the bulb and it burn the bulb??

i doubt so. most likely just the bulb have reach it end of life. take out the bulb and inspect it.

Sounds like the filament for the low beam is fried. Replace your bulb and it should solve the problem. No offence but what haokr said doesn't make any sense.
