All the questions asked, the answer can actually be found in ONEMOTORING website. Okie,

What is the amount payable if I wish to renew my COE?

Prevailing Quota Premium (PQP) would apply for those who wish to extend the COE's of their vehicles. Vehicle owner does not need to bid for a COE as the PQP payable will be based on the moving average of the last 3 months Quota Premium results.

For example, the PQP in May is the average COE prices of March, April and May 2001. Thus, the PQP payable for each month will be different.

Please note that if the COE is revalidated before its due date, the balance unused period of the current COE would be forfeited and the owner will not be entitled for any rebate.

In short,

1) Renew COE price is based on average price of last 3 months.

2) If you renew early, remaining COE will be forfeited.

Meaning if your COE expire 2010 and you renew 2008, your new COE will expire 2018 instead of 2020.

Yup, meaning to say if you renew 2008, your balance coe from 2008-2013 will be forfeited, and your new COE will start 2008.
